Статистика промислового протекціонізму. Частина І. Становлення організаційно-інституційних механізмів

Численні рішення, що ухвалюються урядом України в умовах воєнного стану, потребують якісних даних. Серед визначених пріоритетів відновлення вітчизняної економіки – розвиток стратегічних галузей, реалізація якого потребуватиме нових державних рішень, а разом з тим – статистичних даних для оцінки їх результатів. Історичні паралелі між ситуацією початку ХХ ст. і подіями останніх років стають підґрунтям для припущення, що відповідь на запитання “Як прискорити відновлення економіки України?” слід шукати не в аналізі сучасних заходів політики розвинених країн, а переважно у дослідженні ретроспективних механізмів, що забезпечили нарощування наявних та створення нових індустрій. Мета статті – дослідити історичні факти в частині запровадження промислового протекціонізму в умовах суворих випробувань війни та повоєнного відновлення Великої Британії, виявити організаційно-інституційні механізми статистичної системи, що забезпечували реалізацію й оцінку наслідків таких рішень, та сформулювати висновки для України.
Встановлено, що для Великої Британії Перша світова війна стала переломним моментом в економічній політиці, спрямувавши її у бік протекціонізму. Поштовхом до цього стало усвідомлення, що важливі національні індустрії опинились у критичному становищі через відсутність імпортних поставок низки товарів (головним чином, синтетичних барвників та хімічних інгредієнтів), від яких залежали економіка та безпека. Це спонукало парламент та уряд країни до регулювання промисловості та застосування інструментів державної допомоги й захисту від іноземних конкурентів, а разом з тим – до організаційно-інституційних змін системи статистики, напрямів і методологічних підходів до організації спостережень за отриманими результатами й фактичного запровадження статистики промислового протекціонізму.
Показано, що історичні паралелі під час пандемії COVID-19 простежувались у частині як виявлених залежностей від імпорту активних фармацевтичних інгредієнтів та інших субстанцій (дві третини виробництва яких зосереджено у Китаї), так і дій держави з урегулювання ситуації і змін у статистиці.
З огляду на досвід Великої Британії обґрунтовано, що запровадження заходів з розвитку стратегічних галузей України, котрі мають супроводжуватися стимулами з боку держави та захисними митами, зумовлює необхідність модернізації організаційно-інституційних механізмів національної статистичної системи. Складовою цих процесів повинна бути цифровізація функцій, покладених на Держстат, що дозволятиме отримувати якісні оперативні дані як для ухвалення управлінських рішень, так і для оцінки їх наслідків.
