Фіскальний простір для системи охорони здоров’я: сучасні підходи до формування та діагностики

Проведено аналітичний огляд теоретичних підходів до визначення сутності поняття “фіскальний простір для системи охорони здоров’я”. Обґрунтовано, що для системи охорони здоров’я фіскальний простір є одним із концептуальних підходів до дослідження оптимальних параметрів і пропорцій фінансування медичної галузі та визначення потенційних резервів його збільшення. Проаналізовано структуру й обсяги державного фінансування охорони здоров’я в країнах ОЕСР. Систематизовано індикатори діагностики фіскального простору для системи охорони здоров’я за чотирма проекціями: індикатори макроекономічного потенціалу; індикатори фіскального потенціалу; індикатори тиску зміни витрат на охорону здоров’я на стійкість системи державних фінансів; індикатори демографічного та соціального тиску. Визначено доцільність діагностики потенціалу формування фіскального простору для охорони здоров’я у взаємозв’язку з показниками середньострокової та довгострокової фіскальної стійкості.
